What Royal Assent Means for the National Underground Asset Register

The Governments Digital Service release new blog which shares geospatial best practices and knowledge, to help the UK harness the full potential of location data. It is managed by the Government Digital Service

With the Data (Use and Access) Act 2025 now law, the National Underground Asset Register (NUAR) is set to become a statutory digital register. Secondary legislation will follow to bring the Act’s measures into force, enabling more efficient, safer, and standardised sharing of underground asset data. This will reduce the need for individual data requests, cut down on accidental utility strikes, and unlock over £400 million in annual economic benefits.

Looking ahead, NUAR will continue expanding its coverage—already including data from over 300 asset owners—and evolving its platform with input from stakeholders. Operational costs will be shared by asset owners to ensure long-term sustainability, while future legislation may enable broader, secure use of NUAR data for public benefit. For now, current users will see no immediate changes, with full implementation to be phased in with ample notice and collaboration.
