DfT offers free peer reviews for highway authorities with the lowest level of road maintenance in England

Under a new national assessment system introduced by the DfT in January, 154 local highway authorities have been graded red, amber or green.

The ratings are based on the current condition of local roads and how effectively authorities are using Government funding to repair defects and invest in long‑term maintenance.

Authorities rated red—the lowest category—are now being invited to take part in the Strategic Highways Peer Challenge programme, delivered by the Local Government Association (LGA) on behalf of the DfT.

According to Highways Magazine, the programme is designed to help councils improve strategic alignment, service delivery and operational leadership in highway maintenance. The initiative will support a limited number of authorities during this financial year.

The DfT has allocated £300,000 to fund the programme in 2025/26, with all reviews required to be completed by the end of the financial year.

The LGA has confirmed that it aims to support as many authorities as possible within the funding available, with the programme expected to continue until March 2027. Participation is voluntary, and there are no sanctions for councils that choose not to take up the offer.
