Lincolnshire County Council’s Street Works Charter continues to gain momentum, with Netomnia and Virgin Media O2 becoming the latest telecoms providers to formally commit to its principles.
The Street Works Charter, introduced by Lincolnshire County Council (LCC), sets out a shared vision for how utility and telecom companies can work collaboratively with the authority to minimise disruption, enhance safety, and deliver high-quality reinstatements across the road network. Designed to bring all of the organisations working on Lincolnshire’s roads closer together to promote early planning, improve communication, and a commit to best practice, the Charter plays a crucial role in coordinating infrastructure delivery across the county.
Both organised signed the Charter in April 2024, reinforcing its commitment to building a full-fibre broadband network in Lincolnshire while ensuring its operations are aligned with the council’s expectations on quality and minimal disruption.
Commenting on their partnership, representatives from both companies praised the Charter for promoting transparency and proactive working relationships. Netomnia highlighted that the agreement supports smoother rollout of fibre services, while Virgin Media O2 underscored the importance of collaboration in delivering essential infrastructure to local communities.

This charter signifies our joint intention and collaboration to deliver essential street works efficiently and with minimum impact on the lives of the residents of Lincolnshire."
Jonathan Evans, head of highways client and contractual management services at LCC, welcomed both providers, stating: “The Street Works Charter is a unique document that brings together organisations that work on the Highway in Lincolnshire. Collaboration between the parties will have a positive impact for all road users. I’m delighted that Netomnia and Virgin Media O2 have signed up and look forward to working with them more closely.”
The Charter also plays an integral part in supporting the council’s wider digital infrastructure ambitions, ensuring that as Lincolnshire modernises, the street works process remains efficient, safe, and community-focused. The organisations meet together on a quarterly basis to explore how they can work together to achieve the Charter’s objectives.
With nearly all of major works promoters now signed up to the Charter and its objectives, LCC hope its model is quickly emerging as a leading example of encouraging collaborative street works management.
