Covid-19 Road and Street Works Bulletin 006: charges and Permits cancelled revoked or shut down due to Covid-19.

During the lockdown period for the Covid-19 pandemic in March and April, many active works or works where the permit has been previously granted have been cancelled, revoked, or shut down. In addition, there are also cases where extension requests have been refused due to network restrictions related to Covid-19. These all generally relate to an inability to work within social distancing guidance, or the workforce being impacted by the virus, or a shortage of supplies, or the road network being critical to support the care of the public and resolution of the pandemic.

None of them though are of any individual or organisation’s making.

Therefore, where cancellation, extension, revocation, or early closedown before work was completed due to Covid-19 is proven, the subsequent permit issued for the same job should be at no charge provided the following conditions are met:

• Permits for the works will have had the permit applied for and granted before 23 March 2020.

• The permit will have been closed down before the work was completed, cancelled or revoked due to the impact of Covid-19 on workforce, supplies, or critical road network.

• There is evidence in the form of comment in the cancellation, extension, early stop or revocation that this was due to Covid-19.

• The subsequent permit application relates solely to the work which was cancelled, revoked or closed down early. The permit should be linked to the original permit within the works description.

Any permits raised for work not intended to take place during the covid-19 restrictions and with permits submitted and granted after 23 March 2020, fees will be charged for in the normal way.

This is a short term measure recognising the difficult situation arising from the Covid-19 pandemic.
